Skills We Want Anet to [BUFF/NERF] next!
We all know that Anet is working on making GW2 the best to come, but while we wait, Guild Wars 1 continues to service us and the only way we'll continue to be able to enjoy it is if we prompt our developers concerning what skills we the GW1 Community would like to see changed/rearranged in order to enjoy the game better.
I'll start off by listing what I see fit for buffing and nerfing. Be sure that ya'll list your suggestions in an organized manner, detailed as to what you want changed about it. You can list it all, or just describe what variables you want changed/removed and state it in your post.
BUFF (PvP):
Bull's Charge - Convert cost to adrenaline and limit the amount of kd's to the first attack [skill] (only) while IMS's full duration can be maintained unaffectedly. Compresses Rush and Bulls together while keeping the kd'ing to a minimum via the "KD on first attack only" clause. A 2nd idea could be 33%IAS/25%IMS+KD*if moving*(1st attack [skill] ONLY).
Soldier's Stance - remove conditions/requirements and move to Strength line (or) make it apply to a +1 strength status and not to IAS. *Soldier's Stance should be a good option if players wish to avoid double damage clause and combines well with Axe and Sword lines.
Gash - remove bleeding requirement (or) make requirement apply for the damage bonus (not dw). *This is to ensure that dw can be landed, making it like dismember but maybe slightly more enticing than the axe skill variant as it offers no damage.
Skull Crack - Remove requirement to rupt spells. It's inferior to many other daze elites and even regular attacks (i.e.: Spear Swipe). Raise adrenaline cost to 10.
Blessed Light - lower e-cost to 5e. Hexway's are prominent and, though not as strong as WoH when <50% health is applied, this still holds its own in a shifty meta and would see much more usage if the cost were lowered.
Signet of Devotion - Reduce cast time to 1 second, increase recharge to 8. Sig of Rejuv. requires going 14 Healing. By providing a more viable sig, it'd promote going Prot or even Smite with a good e-management healing signet like Sig of Devotion. It'd still be inferior to Sig of Rejuv., but it'd be viable with other bars.
Second Wind - Reduce cast time to 1 second and allow exhaustion to be capped at 25-50% of user's energy (in other words, if ele has 100e, cannot be exhausted beyond 75-50e).
Shadow Prison - Lower energy cost to 5e and recharge to 20 seconds (remove aftercast). *Now that Black Lotus Strike, Flail, Burst of Agression, etc.. have been obliterated from the meta, it's safe to say that SP can once agains see the light of day. It's the near-equal of Wastrels except that it wouldn't kd, but instead, delivers a very brief snare and hex to fuel hex-related attacks like mantis and black spider.*
Black Spider Strike - Lower energy cost to 5e. *Same reason as SP (above).*
Buff Shadowstepping for Elites ONLY. Can make them disable all non-assassin attack skills for 10 seconds to prevent all secondary professions from abusing it.
NERF (PvP):
Distortion - Increase e-cost and recharge to 10, increase energy loss per hit to -5. Infinite block once e-management is applied is bad.
Blinding Surge - Increase recharge to 6 seconds. Far too effective on melee even with proper counters.
Retain aftercast delays on ALL offensive shadowstepping for non-elites.
Will add more soon...
So, what skills do YOU want Anet to BUFF/NERF next?

Distortion isn't useful on anything other than a MB ele, just nerf MB.

distortion doesnt need to be nerfed, it already costs alot of energy to maintain, most likely only eles can maintain it for a decent amount of time, also stances can be removed quite easiely and it has to be recast every 5 seconds for 5 energy so, only MB eles can make a good use of these, the solution isnt to nerf distortion, if u nerf distortion now it will be totally useless on any other build, its already not much used so..
soldiers stance could prolly use a buff since soldiers fury is litterally the same with an additionnal adrenaline bonus, but it lasts much longer and cant be removed
gash doesnt need to be buffed, its like dismember but with additionnal damage, the drawback to that extra damage is that bleeding is required, but it doesnt need to removed the bleeding requirement
i agree there should be a cap for exhaustion too

How about none?
You are under the assumption that the majority of the community agrees with you in that "the only way we'll continue to be able to enjoy" GW is to change things.
Guild Wars is over 4 years old now
IMO they should stop nerfing the fun out of it before a large percentage of the community throws their collective hands in the air and says to hell with it and leaves.

I like the ideas for shadow prison, blessed light and gash. The nerfs to distortion seem a little too much, but i agree something needs to be done about it. wether the nerf should be dealt to distortion or Mind Blast, i dont know.
It would be nice to see SP back again, although it will probably allow warriors to use it in combination with axes again.. not to sure about that but it might happen.
Buff:
Aura Displacement: removed aftercast, clause added; fails to cast if you have 4 or less critical strikes. (Maybe add this other shadowsteps aswell, to prevent abuse from other proffessions)

Agree with most of whats been said, except permas are pretty mediocre if you discounts uwsc/various speedclears...I definitely want to see a good, maintainable IAS in the form of soldiers stance attributed to strength.
Attribute lines that need fixing/buffing:tactics,motivation,communing,channeling,wa ter and earth magics, all derv stuff.
I would like to see pet compression too but meh,and a buff to elite like quickshot that are just fail.
So basically I want Gw2.

No, It'd be good for Gash to have + damage ONLY if/when foe is bleeding, hence the perk of taking Sever Artery. Artery would also function like dismember, but would be wiser to couple Sever than roll alone. Sword has less max damage than axe, so with a very small bonus damage on Artery, it'd make sword-play more appealing and tip it into the Meta more.

SP could have the same added clause as that of Wastrel's Collapse to prevent secondary abuse like that of warriors ONLY if SP on war's is in fact declared OPd by the Devs & GW Community.

I aggree with you alluring athena, I think that anet should leave pve alone as each of us is in an instance and not affecting the "community" with our gimmick noob pve skill builds
that are fun to play with; ie leave Discord alone watching things blow up after work is good worrying about balance is what you do 70 feet in the air cutting trees down in the real world

Change Iron Mist to this:
PvE Iron Mist: 10e 1c 20r Also hexes foes near target. (10...25...30 seconds) These foes take 15...66...70% more damage from lighting damage.
PvP Iron Mist: 10e 2c 30r Also hexes foes near target. (5...15...17 seconds) These foes take 5...33...42% more damage from lightning damage.
Why? Because it's useless as it is and even though you can use it as an ultimate snare with binding chains, it's still a waste of two slots and Iron Mist snares anyways. Plus, who knows when jerks will have an idea to help out an enemy team to win in PvP with this skill for some kind of deal they made with them. Overall this skill is just useless for anyone that is using it and will make enemies laugh at the caster.
Also...
Mark of Protection should be changed to:
PvP Mark of Protection: 10e 1c 30r (10 seconds) Converts all source of damage into healing (maximum 6...49...60). Renewal: If this enchantment ends prematurely. [Disables all skills for 10 seconds if this enchantment ends prematurely]
PvE Mark of Protection: 10e 1c 30r (10 seconds) Negates all source of damage. Initial effect: Adjacent allies are healed for 6...49...60 health each time damage is negated. Renewal: If this enchantment ends prematurely. [Your non-attack skills are disabled for 10 seconds]
Ok, maybe the are bad skill changes in the sakes of balancing, but this skill seriously needed fixing for four years. It's never used, especially since disenchanting skills have been buffed over the years. Make this skill fun again, Anet!
Uuuuh... That's it for now I guess.

/sign to this, boo to Factions!
But with the first post, I can't really agree with your suggestions.
But I really have to agree that Soldier's Stance must be upgraded, while on the same topic, buff Soldier's Speed; Sprint totally destroys it.
